I checked my owners manual for my 73, should be the same, and the SFE 4 amp fuse is for the following: Instrument panel and cluster illumination, clock, radio, W/S wiper, washer switch, heater or A/C control , headlamp switch, cigar lighter, and gauge illumination. I think you should be getting a little over 12 volts at the fuse box.
